Due to its position above the ground and the powerful winds which constantly gust around it, it's difficult for witches who aren't talented air elementalists to reach this place. The amazingly detailed structure, made entirely from ivory and maintained by devoted monks, pays tribute to an ancient god-queen known for her overwhelming powers over wind and lightning.
